Planning agreements signed for Cribbs Patchway New Neighbourhood

South Gloucestershire have completed two important agreements between developers and landowners which will see thousands of new homes and supporting infrastructure built at the Cribbs Patchway New Neighbourhood (CPNN) over the next ten years.

Development land within the new neighbourhood is in several different ownerships, including YTL Developments, Deeley Freed, Taylor Wimpey and BAE. South Gloucestershire Council and the landowners are working together to create a co-ordinated and collaborative approach to developing the land.

A CPNN framework agreement has been signed by Director of Environment & Community Services Steve Evans, and representatives from Deeley Freed, Taylor Wimpey, YTL and BAE, which will ensure that all future development in the area will be carried out in a collaborative and co-ordinated way.

This framework agreement ensures the required infrastructure for the whole site is delivered at the appropriate time, in the appropriate location, rather than on a piecemeal basis on individual disparate sites. It will also make sure that access is gained between individual development sites within the New Neighbourhood, and ensure triggers for the timing and delivery of infrastructure, services and facilities. The endorsed framework plan demonstrates how access across the wider New Neighbourhood can be achieved.

The agreement identifies land in the Cribbs-Patchway area which will be developed into a new neighbourhood creating approximately 5,700 homes, around 50 hectares of employment land, open spaces, schools, community facilities, a new railway station and a dedicated route for MetroBus.

A Section 106 (S106) agreement linked to the Westgate planning application has also been signed by representatives from SGC, Airbus, BAE and YTL.

The Westgate application specifically covers the Charlton Road aspect of the proposed ‘North – South Public Transport Link’ on the former Filton Airfield.

Signing this S106 generates the first planning permission for the site, with consent issued for a new shared use path for cyclists and pedestrians, a new bus only access and installation of a CCTV bus gate, allowing for direct north-south bus connections across the airfield to the San Andreas Roundabout to the north of the site.

Cllr Colin Hunt, Cabinet Member responsible for planning, said:

“The new communities planned here will be well-connected with key transport and employment hubs. A key feature of infrastructure identified on the former Filton Airfield plans is the proposed ‘North – South Public Transport Link’, which will provide a new bus link across the site connecting Merlin Road/Hayes Way to the north and Charlton Road in Brentry to the south. This link will bring significant accessibility and connectivity benefits to large areas of Bristol’s North Fringe; providing a direct public transport link from the parts of northern Bristol south of the airfield to Cribbs Patchway and the Mall area.”

This signing marks another key milestone for the CPNN development which will deliver much needed housing across the area, along with jobs, community facilities, open spaces and transport infrastructure over the next 10 years.
